LTO Waives Fines for Late Vehicle Registration, Driver's License Renewal, and Traffic Violations in Calamity-Hit Areas

In line with President Ferdinand “Bongbong” Marcos Jr.’s directive to assist Filipinos affected by recent weather disturbances, the Land Transportation Office (LTO), under the Department of Transportation (DOTr) led by Secretary Vince Dizon, has announced the waiver of penalties for various transactions in calamity-stricken areas.

According to a memorandum signed by acting Assistant Secretary Atty. Greg G. Pua Jr., the LTO will waive all surcharges and penalties for the late registration of motor vehicles, late renewal of driver’s licenses, and settlement of traffic violations dated July 21 to 25, 2025.
The validity of vehicle registrations and driver’s licenses expiring during this period is also extended until August 8, 2025.
Additionally, the memo states that:
Vehicles, including motorcycles, purchased from July 21 to 25, 2025, will not incur penalties for late registration.
The counting of the registration deadline (based on the sales invoice) for these vehicles will begin on August 8, 2025.
The usual 15-day period to settle traffic apprehensions from July 21 to 25 without incurring additional penalties is extended, with the new deadline for payment set on August 8, 2025.
These measures come after three successive weather disturbances: Crising, Dante, and Emong, battered Luzon and other parts of the country, bringing heavy rains and severe flooding due to the southwest monsoon (habagat). Over 2.7 million people have been affected nationwide.
The LTO’s initiative aims to provide relief and flexibility to motorists struggling with the aftermath of these calamities.
