MMDA upgrades NCAP Portal with new tools for easier violation checking, E-Contest, and GCash payments.

The Metropolitan Manila Development Authority (MMDA) has added several new features to its No Contact Apprehension Policy (NCAP) portal, making it easier for motorists to review and manage their traffic violations.
Through the updated May Huli Ka website, vehicle owners can now view actual proof of their violations simply by entering their plate number and motor vehicle (MV) file number. This update aims to make the system more transparent and accessible, especially for those managing multiple vehicles.
The MMDA also revamped its account system so users can register several vehicles under one profile. This is especially helpful for TNVS operators, ride-hailing fleets, logistics companies, and businesses running commercial vehicles, giving them a convenient way to monitor violations across their entire fleet.

Another key upgrade is the E-Contest feature. Motorists can now dispute violation tickets online by submitting the necessary details and uploading supporting documents. After filing, the system sends an email notification once the MMDA Traffic Adjudication Division responds.
MMDA Chairman Atty. Don Artes said these improvements are part of the agency’s ongoing push to make NCAP more user-friendly. He also shared that the MMDA is now working on integrating AI-powered cameras and eventually expanding NCAP coverage to include overspeeding. For now, the agency continues to rely on speed guns for monitoring.
To further streamline the process, the MMDA has partnered with GCash, allowing motorists to settle traffic and even littering fines through the app’s Pay Bills feature. The convenience fee has also been lowered to ₱7, with payments reflected by the next banking day.
GCash for Business Head Edgardo Layug said the partnership is meant to offer Filipinos more accessible and affordable payment options. Angkas, represented by Atty. Jauro Castro also welcomed the upgrades, saying these improvements help promote better road discipline within the transport sector.
