LTO to Impound E-Bikes & E-Trikes on Major Roads Starting December 1

The days of freely cruising along major roads on e-bikes and e-trikes may be coming to an abrupt end. The Land Transportation Office (LTO) has announced that starting December 1, any e-bike or e-trike caught operating on highways will be impounded on the spot.

LTO chief Assistant Secretary Markus Lacanilao made this commitment during the Senate’s deliberation on the proposed 2026 budget of the Department of Transportation (DOTr). Senators JV Ejercito and Raffy Tulfo pressed the issue, citing long-standing problems surrounding these vehicles.
According to Sen. Tulfo, unlike traditional tricycles, many e-bike and e-trike operators lack registration, a driver’s license, and insurance, yet they continue to operate on busy public roads. Some units have even managed to secure local franchises from LGUs despite national restrictions.
Ejercito clarified that these vehicles were never allowed on major roads in the first place, but enforcement has been weak. This time, however, the LTO says it’s taking a firm stand.
Tulfo suggested requiring e-bike and e-trike drivers to secure proper licensing instead of letting the sector go unregulated. Otherwise, he argued, LGUs enabling their operation should also be held accountable.
The LTO responded with a decisive plan: to strictly enforce the ban and impound violators starting December 1, even if the rider has no license.
To avoid confusion, the DOTr agreed to conduct an information drive before the crackdown begins. Acting Secretary Giovanni Lopez said the agency would make rounds to inform riders and operators ahead of the enforcement date.
As the deadline approaches, this move is expected to stir strong reactions among commuters, operators, and local communities, some in favor of order and safety, others concerned about livelihood and mobility.
