DOTr Plans ‘Shame Campaign’ to Discipline Stubborn Motorists

The Department of Transportation (DOTr) is considering a “shame campaign” against undisciplined motorists by publishing their names in public.

Transport Secretary Jaime Bautista Dizon said he has directed Land Transportation Office (LTO) chief Assistant Secretary Vigor Mendoza II to study the legal aspects of the plan.
“May plano kami na every week magpa-publish kami ng listahan. We will probably call it yung ‘huwag n’yong tularan’ o ‘huwag n’yong pamarisan list.’ Ipa-publish natin yung mga pangalan ng mga kagaya nitong driver na ’to. Para lang matuto, kung hindi kayo matatakot sa kaso, sa multa eh baka dito mahiya kayo, ako I’m serious about it. Kung ayaw nyong masama sa listahan na yan eh umayos-ayos na kayo,” Dizon told reporters.
“It is a shame campaign, kung hindi sila magtitino eh baka mapilitan tayong gawin na ‘to. Kasi andami, walang tigil, parang hindi natututo eh. Kailangan matuto yung mga kababayan natin, magtino-tino na tayo,” he added.
According to LTO records, 2,008 show cause orders (SCOs) were issued against violators in the first six months of this year, with 420 licenses revoked.
“Today we have 2,008 show cause orders for the last 6 months alone. Last year, for the entire 2024. LTO issued 1,100 SCOs, karamihan po diyan is either may suspension or revocation,” Mendoza said.
Meanwhile, LTO also issued a show cause order against a female driver, reportedly a lawyer, who refused to stop when flagged by a traffic enforcer in Kawit, Cavite on August 18. The driver’s license has been placed under a 90-day preventive suspension, while the DOTr has recommended its perpetual revocation.
“May precedent na rin yan, hindi naman ito first time, pero ito medyo malala. Unang-una, aggravating yung fact that she’s a lawyer. Dapat alam niya yung batas. Pangalawa, malayo-layo ang tinakbo, 10 to 15 minutes, these are the aggravating circumstances. We will not waste time, the video can speaks for itself already,” Mendoza said.
The case has been submitted for resolution.
“Bottom line dito, safety ng mga kababayan natin ang pinaka-importante sa atin dito, kung tayo ay hindi susunod para maging safe ang mga kababayan natin, eh wala kayong karapatan na magmaneho sa kalye. Hindi kami titigil dito. Sana matuto na tayo, take us seriously kasi seryoso kami rito,” said Dizon.
The DOTr also encouraged traffic enforcer Michael Trajico to pursue the direct assault complaint he filed against the driver.
